But just to make sure, select the Zoom Tool from the toolbar. Then simply click and drag to the right to zoom in on an area, or drag to the left to zoom out.

The faster you drag, the faster the zooming will be. The only catch with Scrubby Zoom is that you need to start dragging immediately after you click.
